Labor unions are trying to achieve through regulation some of the advantages they sought unsuccessfully in the Employee Free Choice Act (EFCA). They have shifted their attention and activities from the halls of Congress to the halls of more sympathetic government officials at the National Labor Relations Board (NLRB) and U.S. Department of Labor (DOL). The National Labor Relations Board (NLRB) and Department of Labor (DOL) have proposed new rules, which are opposed by ALFA, because they deprive employees of information and ultimately an informed choice when deciding if they wish to be represented by a union.
